Looks: Makima is a "Devil" resembling a human woman in her twenties of average build, and marginally above average height (168 cm/5'6" to 173 cm/5'8"). She has long light red/pale auburn hair, normally kept in a loose braid with bangs reaching just past her eyebrows and two longer side bangs that frame her face. Her eyes are yellow with multiple red rings within them, making them the only visible sign of her inhuman nature.

Her usual Public Safety uniform consists of a white long-sleeved shirt, a black tie, black pants and brown shoes.

Personality: On the surface, Makima seems to be a kind, gentle, social and friendly woman who is almost seen wearing a smile on her face the entire time and acts relaxed and confident even during a crisis, speaking in a professional tone to her workers. As her natural appearance is nearly identical to that of a human, she avoids disclosing her "Devil" nature to most of her underlings and spends much of the series posing as a human contracted to a Otsutsuki rather than an Otsutsuki herself which is why she goes by the last name of Kaguya rather than her true Otsotsuki clan name.

Description: The Scarborough Fair is a set of four large caliber handguns that act as the user conduits for chakra. These handguns are based upon the Derringer a gun capable of rapid fire, simple, and rugged. These four guns have been crowned with the names Parsley, Sage, Rosemary, and Thyme. Pushing the user's hand to hand ability to its limits, when combined with the user's chakra, the guns' rate of fire and stopping power are incredible. The user will makes use of these four weapons by holding two in their hands and two connected to the back of the user's feet which are fired through the use of chakra. To stay loaded at all times, the guns passively drain up to 40 chakra (10 each) per turn. Each weapon holds up to 40 chakra magazine at which points the weapon will stop draining/accepting additional chakra. During development, Ninja Scientists recognized that some situations may require more immediate offensive output, so chakra can be actively loaded by the user by sacrificing one of their moves to fuel one or more of the handguns with chakra. This chakra can be spread among the weapons to load multiple at a time, but can only distribute up to 40 chakra between the weapons and can be done within the time frame of another technique. This allows the user to quickly stockpile the bullets damage resulting in a more powerful bullets as the need arises. Naturally, as long as the weapons are loaded with chakra they can fire chakra bullets up to S-rank depending on the amount of chakra used. It should be noted, that the user may also not expend more than 40 chakra from Scarborough Fair per turn which may be spread among the handguns as needed. These chakra bullets may be elemental or raw chakra, but this must be stated prior to the release as only a single element may be used in a turn. In the turn the user fires bullets from one of the weapons, they expend one of their moves per turn but may fire multiple simultaneously. This means the user will not be able to fire more than three of the weapons per turn. The main focus however behind these weapons lies in the fact they are held and mounted in such a way, they can be used to aid the user's melee combat. Users can supplement some taijutsu by firing the weapons in a way they act as propulsion for their movements. The propulsion increases the speed of the technique, which in turn increases the damage by half the amount of normally ranked jutsu at the expense of chakra within the weapon and thus a move allowing for more powerful strikes. For example, if the using an A-rank taijutsu, the user can supplement it by firing 10 chakra from the chosen handgun. This translates to +10 extra damage to the technique alongside additional flurries of chakra bullets which may cause collateral damage for those in close-range of the propulsion blast. This happens within the same time frame of the taijutsu when used this way, and one or more weapons may be fired if the technique permits it, each weapon fired counting as a move. There is a maximum to this however, as the user may not exceed a +40 damage threshold (S-rank) added to the taijutsu.
Note:

Bullets respect the elemental strengths and weaknesses but as mentioned the user may not expend more than 40 chakra from this weapon per turn. This can be done in single fire or semi automatic fashion. When fired semi auto, the resulting damage will be spread among the number of bullets fired as mentioned by the user during their turn.

S-rank applications cause Scarborough Fair to go into a cool down sequence, preventing usage for two turns.

( Chakura Tu ) Chakra Blade

Description: The user invents a chakra blade that uses the wielder's chakra to generate a makeshift blade but has the downside of draining too much chakra too quickly. These blades are able to cut through attacks of the same rank and below with ease. Cyborgs are able to grow these blades from attachments to their body, noted within the biography.
Note: Ninja can have up to 2 Chakra Blades. Custom Cyborgs can have up to 4 Chakra Blades.

( Mikagami Dorōn ) - Mirror Drone

Description: This Scientific Ninja Tool is a disk-shaped drone that can be controlled remotely with chakra to fly and attack. The user can have up to four drones which he can use to fire Jutsu Bullets from that are strong enough to render a target unconscious and move at comparable speed to Lightning jutsu. These drones are able to be used up to long range, or one landamark adjacent to the user's location.
Note: User can only have 2 max. Cyborg bios can have up to 4, either counting as 1 slot.
Note: Once deployed, Mirror Drones last up to 8 turns before their battery dies, requiring a break of the same amount of time before they can be used. Cyborg bios have double the using time for half the charging time ( only 4 turns to recharge battery).

( Abusōbu Ude ) - Absorption Arm (Right Arm)

Description: A cyborg attachment to the user's body, the user has a robotic limb that allows for him to create spheres of energy that are capable of absorbing chakra up to S rank level. These spheres are capable of dealing brute force on impact as well, growing to large heights, up to 4 meters in radius. Starting at roughly rasengan size, these spheres grow proportionally to the size of the technique absorbed. Normal Ninja are able to make use of one of these devices via specialized gloves that allow them to absorb 1 Ninjutsu per turn up to S rank while Cyborgs have these attachments and are able to absorb up to Forbidden powered attacks and 1 from each arm per turn.
Note: Can be used a max of 3 times for Ninja and 5 for Custom Cyborgs.
Note: Cyborg can have up to 2 Absorption Arms.

( Ura Shishō Fūinjutsu ) - Reverse Four Symbols Sealing Technique (Right thigh)

Description: This is a sealing jutsu that is placed upon the users body, setting it to activate on the users death. It seals everything within a large, nearby, spherical into the users body.

Apex Tracker Specialist: With more heightened senses, the user is capable of gaining a now increased x2.5 tracking. This allows him to physically track faster movement without chakra sensory.
Mind’s Keen Eye: Genjutsu of any type, other than MS-level or those cast by Kunino, appear 'flawed.' This means that regardless of the caster's expertise or perfection, there will be some kind of tell within the illusion that is very obvious; such as a visual illusion appearing like static on a television, a smell being off, or a sound not making sense.
Freezing Winds: The user’s Wind Release jutsu have been chilled, allowing them to trigger the Frozen Status Effect. The user’s jutsu have a 20% chance of being able to freeze targets, based on the rank of the jutsu used. This is determined via official roll in the NRP Discord channel.
Apex Hand Seal Specialist: You can perform techniques of a skill specialized in without the usage of hand seals, though you must still perform complementary and logical body movements related to the technique. This applies even if said jutsu does not have specific movements detailed in its description. Does not require another Specialty to utilize. (Wind)
Satan's Disciple: Grelle is a master of Satan's Flame, meaning she can activate the Origin's of Lucifer technique passively and her flames emit a blue-hue instead of red.
Yang Specialist:Users will gain heightened vitality translating to 1000 chakra increase to their natural reserves. As well, they are immune to recoil damage from techniques that cause it like Forbidden, though they still succumb to the jutsu's other subscribed affects.
Yang State: Due to her mastery over Yang release, Makima is able to enter Yang State which peaks her physical capabilities and she becomes a higher form of being.
Kaguya Clan: Being a mother of the Kaguya clan, Makima carries the unique Shikotsumyaku trait, allowing her to manipulate her bones to an extent only showcased by the Kaguya clan. Her kekkei genkai itself comes with many traits as follows:

  • Capable of manipulating their bones' growth up to a point to even create weapons of bones from their own body and firing pieces of their bones as long-ranged projectiles.
  • Ability to increase the density of the created bones, making them stronger than steel. This not only makes the created weapons very powerful, but also makes their bodies virtually indestructible.
Byakugan: Makima is able to make use of the All-Seeing white eye.

Tenseigan: Being an Otsutsuki, Makima has evolved her Byakugan to be able to transition to the powerful Reincarnation Eye at will.

Otsutsuki: She's old af.

Tenseigan Chakra Mode: Tenseigan Chakra Mode is a heightened transformation unique to those who possess the Tenseigan. Upon activating this form the user gains a cyan-colored chakra shroud with six magatama markings on their collar, dark markings over their eyebrows and lower eyelids, and a single horn shaped like Kaguya's, extending from their forehead. The shroud constantly radiates flickering flames of chakra, and the user's clothing and hair continuously billow upwards. The user's strength is significantly increased, adding +40 damage to their Ninjutsu and Taijutsu techniques. Their speed is also enhanced, increasing it by four times their base.

Note checker: I honestly don't know what AP boosts to put, since I am dual mode-ing I am not sure what supersedes the other Since there is an Otsotsuki boost, a Tenseigan boost, and a Kaguya boost. That being said, I will stick to when my tenseigan activates, I gain the respective AP boosts since they are the highest I believe unless you guys want to help me out distributing what during what mode or base status.

The Tenseigan and Otsutsuki are apart of the same bio class. I believe you'd get the +1 Vit plus the +2 Mind when you activate your Tenseigan. The Shikotsumyaku +1 Body boost is lower than the +2 mind boost, so you'd have to go with the Otsutsuki boosts based on the rules of the biggest boosts applying when using dual abilities.

The Tenseigan and Otsutsuki are apart of the same bio class. I believe you'd get the +1 Vit plus the +2 Mind when you activate your Tenseigan. The Shikotsumyaku +1 Body boost is lower than the +2 mind boost, so you'd have to go with the Otsutsuki boosts based on the rules of the biggest boosts applying when using dual abilities.

All the stuff you have about the Kaguya reduction and healing shit is invalid. It's been updated since a minute now to not have those. Also I believe you lose puppetry when doing double KG with Otsu
